Primary function:
Manages staff while performing operations and procedures within the Community Center, which includes developing new programs of service and events that will utilize community volunteers and committee members, scheduling and organizing all activities, provide financial reports. Additionally, the manager will also be able to build and sustain professional and social networks by performing the duties and responsibilities listed below in accordance with the mission, and vision of Pender Community Center.
QUALIFICATIONS:
Education and/or Experience
• High school diploma or equivalent. Associates degree or equivalent combination of education and experience preferred.
• 1-3 years prior management experience preferred.
• 1-3 years prior event/meeting planning experience preferred.
• Prior sales/marketing experience preferred

Essential Job Duties and Responsibilities
Manages day-to-day operations of the Community Center effectively and efficiently.
• Oversees day-to-day operations, which includes problem solving issues and ensuring effective processing.
• Develops and documents community center procedures to ensure consistent client services.
• Ensures service levels are achieved and maintained.
• Works with tenants and community resources to provide quality services.
• Develops and maintains Pender Community Center board policy and procedures.
• Participates in the strategic planning for the organization in relation to building and maintaining programs that support the organization’s mission and vision.
• Develops concepts, communicates ideas, and participates in the annual strategic planning process.
• Monitors and evaluates programs and services.
• Attends Pender Community Center Board meetings.
• Manages additional workforce as necessary.
• Orients workforce in a thorough manner to Pender Community Center operations, policies, and procedures.
• Monitors and verifies the compliance of workforce in regards to maintaining Pender Community Center operations, policies, and procedures.
• Effectively promotes the retention of current tenants and clients and strives to secure as many future events as possible.
• Develops, supports and actively seeks activities and establishes an environment that promotes the retention of current tenants.
• Develops, supports and actively seeks new and repeat tenants and clients.
• Communicates effectively and provides feedback to tenants, clients, and the PCC Board.
• Addresses issues in an effective and timely manner, especially those that are brought to the managers attention by tenants and clients.
• Enforces and interprets policies and procedures with tenants and clients.
• Administers annual review with tenants.
• Develop and administer a client feedback process that promotes improved services and facilities.
• Schedules and promotes events that provide income for PCC.
• Manages financial operations.
• Strives to maintain the financial well-being of the Pender Community Center to assure its longevity.
• Maintains, develops, monitors and reports budgets, expenses, variances and strategic planning.
• Maintains timekeeping records and updates appropriately and accurately for department staff.
• Works with vendors, tenants, clients, and PCC Board, as appropriate, to negotiate best value purchases.
• Participates in annual budgeting planning process.

POSITIONS SUPERVISED:
Child Development Center Staff – positions TBD
Primary function:
Responsible for planning, organizing, implementing, coordinating, and controlling services of the child development program, including financials, policies, procedures, and staff management. Under general supervision, the manager operates the child development program in conformance with institutional regulations and licensing provisions. Responsibilities include the overall management of the center and its operations, facilitating, planning and coordinating of the children's educational programs and activities.
QUALIFICATIONS:
Education and/or Experience
• Bachelor's or associate's degree in early childhood education, education, or child/youth development; or
Bachelor's degree with at least six credit hours in early childhood education, education or child/youth development; or Child Development Associate Credential; or High school diploma/GED, verifiable experience in organized group activities for children and successful completion of Department-approved training
• Previous management/leadership experience preferred
Certificates, Licensure, Registrations and Training
• Applicable certificates, licensures, registrations and training as set forth in the Nebraska Department of Health and Human Services administrative codes
• Infant and child CPR certified
• AIDET training

Essential Job Duties and Responsibilities

2. Recruits and develops a qualified and productive workforce.
· Maintains and creates department job descriptions to represent positions accurately and clearly.
· Recruits, interviews and selects qualified candidates following established hiring practices and guidelines.
· Orients new employees in a thorough and timely manner by providing training within department and organizational operations, policies and procedures.
· Offers opportunity for continuing education by sharing own knowledge, accessing internal opportunities, and considering external opportunities to support the continued development of department staff.
• Monitors and verifies the compliance of staff in regards to maintaining required licenses and certifications, as applicable.
3. Performs employee relations functions effectively to promote a positive work environment, influence retention and enhance communication.
· Develops, supports and actively seeks activities and establishes an environment that promotes recognition and retention for employees.
· Communicates effectively and provides feedback to staff which may include department meetings, individual employee meetings, rounding, etc.
· Interprets and applies department and organizational policies and standards with consistency and fairness in managing a qualified, efficient and productive workforce.
· Addresses employee issues in an effective and timely manner.
· Communicates with department leadership and HR regarding employee issues appropriately in an effort to obtain guidance and reduce potential organizational liability.
· Administers annual performance appraisal process for staff.
4. Participates in the strategic planning for the organization in relation to building and maintaining programs that support the organization’s mission and vision.
